VerifiedHello and welcome to JA! I'm Joe. I'm sorry to hear that you're having brake troubles on your lexus today. I understand how frustrating and dangerous this can be and how hard it is to find good information so thanks for the chance to help out today. To answer your question, if you're getting vacuum to the booster and the check valve is working this isn't going to be a master cylinder issue. In fact barring any physical blockage keeping you from moving the break pedal (bunched up floormat or other foreign material) The only thing that would cause the symptoms you're mentioning here is going to be a failed vacuum booster.
