Makes a clicking sound as signal lights blink of and on. Engine wont crank, no headlights.

Have voltage? I looked at the fuses and they arent burnt. How do i check for voltage, and which fuse?

Check all the high amp fuses for battery voltage using a volt meter.

Let me approach this different.

Remove the IGSW 40amp fuse at the left kick panel. What voltage do you get there?

A battery can not have 17.5 volts. It would blow up. There is something wrong with your meter.

Are you sure your getting 17.5 at the fuse I had you remove, your not getting battery voltage there as well?
