2003 es300, It won't start, but makes a very FAINT clicking

2003 es300, It won't start, but makes a very FAINT clicking noise which sounds like it's coming from the fuze box. It almost sounds like a very small relay being tripped over and over again.
JA: How many miles are on the car? Has the car been starting normally?
Customer: 130,000 it was starting normally until my wife drove it. She says the steering wheel lock was engaging on its own when she would shut the car off and difficult to disengage when she tried to start the car again.
JA: Are you fixing your E430 yourself? What have you tried so far?
Customer: es300
JA: Anything else you want the mechanic to know before I connect you?
Customer: I had the battery checked out and it's fine.

we need to start with ,what is the voltage at the battery ( do you have at least 12 volts)

do we have a drained battery ,since the wheel lock is activating by itself ?

charge the battery if low or replace ?

there are many things that could be going on and it's going to take some electrical testing to determine the cause. It does sound like there is a battery/cable/connection or power distribution issue.

How was the battery's state actually determined?
