Customer: No, 3yrs. The road side put his battery in. It just flashes ready briefly.

There are many things that can prevent the starter from engaging. It may be an igniton switch issue, the transmission range senosr, starter, wiring, cables and connections, or the engine controller itself may not be awake.

Have you checked fuses?
Did the engine die while driving?

They said the chain is not working and it will cost $489.00 to take the cover off. I owe 15,895. They also said brakes,leaking radiator and leaking gas

The timing chain? A broken or jumped timing chain will definitely cause a no start condition.
