You are not liable for any damages your dog may have caused under the circumstances.
Your dog was not the aggressor.
The other dog was the aggressor.
Your dog was on a leash as he was supposed to.
The other dog was not on a leash.
So, the owner of the other dog is negligent and has no right to demand for payment for vet expenses.
She is lucky that your dog was not hurt in the fracas because she would be responsible for your vet bills.

If she refuses to take liability for her dog's actions and insists that you pay, then you need to tell her to take you to Small Claims Court.
