In California, particularly Alameda County, what is the statute or procedure that says if, or when, or how the opposing side needs to know about your subpoenas.

We need to appeal a zoning variance ruling to the Montgomery County Pennsylvania court of common pleas. The prothonotary said we need to file a petition for appeal, but we don’t know how to do that or what that looks like.
JA: Have you talked to a PA lawyer about this?
Customer: Yes
JA: What steps have you taken so far?
Customer: we spoke to an attorney who wanted to overcharge us for the work. I know the cost of the petition and the basics. But I need to know what is contained in a petition.
JA: Is there anything else the Lawyer should know before I connect you? Rest assured that they'll be able to help you.
Customer: We believe the ruling against us by the township zoning board was due to a conflict of interest. Our neighbor, who was opposed, has a family member on the board as an alternate.

In Superior Court, I got a motion from the defense that I want to 60(f) motion to strike.I do not know if I need to “oppose and strike”I do not understand if I use a “motion” to strike did I forfeit my chance to oppose, or is the motion to strike an obvious opposition.I just can’t get it clear how I would make an opposition but use the word “motion” to strike in the title.Please forgive my ignorance. I am without counsel due to damage caps, not my free will. I appreciate any help at all. Thank you.
