I am sorry for this dilemma. But not sure I understand your specific question. Why in the world would you be filing in federal court? The federal court has NO jurisdiction over this matter...

The Supreme Court passed a law May 15,2017 stating the States can no longer consider VA Disability or or Combat Related Compensation as income in the States

No...they did not pass a law...they did decide the Howell case...which is related...but that is not the same as passing a law...and it will not give the federal court jurisdiction over this matter. Did you have questions regarding the Howell case??
