You need to inform them you are calling the South Carolina Department of Education and the South Carolina Attorney General
's Office to report them. You should not pay them one penny if they are calling you for money and tell them to come to your country and sue you where you will have them arrested for theft.

If you paid them any money and want to sue them, you would need to sue them in South Carolina and would need an attorney in South Carolina to represent you, which you can get at the same sites used by other attorneys, http://www.hg.org
