Can I sue the owner of a vehicle that was driven by a friend

Customer Question

can I sue the owner of a vehicle that was driven by a friend of owner's nephew that hit my parked car and totaled it? The friend is nowhere to be found, and the nephew told detectives he does not know friend's last name or address. My car was leased and now i owe 5,100. dollars because I had no gap insurance. Can I sue for that amount?
JA: Because laws vary from place to place, can you tell me what state this is in?
Customer: California, Los Angeles.
JA: Has anything been filed or reported?
Customer: A police report and the detective is mailing me his findings.
JA: Anything else you want the lawyer to know before I connect you?
Customer: That I cannot afford to pay the Kia leasing company the amount and really need to get it from the responsible party.
