An easement is a limited property right.
If the easement is for utility access (such as gas) it cannot be expanded for use such as for parking or travel, without permission of the servient parcel owner.
If someone is parking on a gas easement without permission, the owner of the property that the easement crosses can sue the owner of the vehicle for trespass, they can sue the owner of the other property for declaratory relief (the scope of the easement), and they may even be able to have the vehicle towed (this depends on the details of your local towing laws).
