Getting a redress number and applying for TSA Precheck are two different things. You can't apply for TSA Precheck unless you have a redress number, if you've had problems in the past. In other words, you can apply for Precheck, but it won't resolve your problems requiring you to apply for a redress number.
Getting through a security lane faster, was not your question. You asked how to get a redress number and the information in my answer directed you to the application process. TSA Precheck is even mentioned at the end of one of the sites I provided, just as a reminder to help you get through security more quickly, but this was referring to AFTER you get the redress number. Without a redress number you will continue to experience the same problems you are experiencing now, so applying for the redress number is ***** most important thing and I provided the resources to do this, in my initial answer to you.
