Unless specified otherwise, the courts can add in judicial interest on top of any unpaid amounts. So in AZ that rate is 10% or 1% above prime whichever is lower at the time. If he cannot pay and there is no way he will ever reasonably be able to pay it, then he can file a motion in court to ask the court to reduce the restitution or waive some or all of it. Courts are reluctant to waive the restitution, but not as reluctant to reduce it to a more reasonable amount based on the circumstances.
