The company i work to backpay when my evaluation and raise

Hi, the company i work for promised to backpay when my evaluation and raise was finalized, as they were putting it off while being purchased by a larger company. I missed 2 evaluations. Now the company (same management) has told me that they can not backpay anything because the new company will not allow it. Also, the raise they gave me ($13.06 per hour) is under the new hire rate of $14.61 minimum pay. Do i have any legal standing if i were to hire an attorney for unpaid wages ?
