should I let code enforcement on the property to see how many cars are on my property that are not in my name?

If you are facing a situation with Code Enforcement I would recommend you cooperate. Whether or not you let them on your property, eventually they can get on the property. If they suspect you are violating a code, eventually they will get a warrant and enter the property.
