If one takes a newswire of XXXXX news story, edits it, and places it on his news website but clearly stating that the story belongs to XXXXX, is it considered plagiarism?

good morning. If you use another parties news story and give proper credit regarding the source and media then it is not considered plagiarism. However, you would have to provide a link on your site to the story with a brief description of the story. If you post the story directly it would be a violation of their copyright.

Just to confirm, if the story is changed, with an intro of our own, removing some paragraphs but citing the source we would still need a link to their story?

Yes. But keep in mind that you can only summarize the story and not just change it around. You need the link.
