I am sorry to learn of this situation.

In CA a judgment is valid for 10 years, but it can be renewed every 10 years, so as long as the judgment remains valid (either within the 10 years, or renewed), the creditor can continue to garnish your wages.

You can attempt to settle with the creditor, many will agree to a lump sum payment, but they have a right to continue to collect the judgment.
