A couple in North Carolina keep adopting children from Forign country's for Monetary benefits. They have 11 now and are planing to adopt 3 more very soon. Isn't this illegal ?

Adopting children - even that many - is not illegal. If they are being abused/neglected that's an entirely different story, but simply adopting them is not against the law, even if there is a secondary financial benefit to the family.
