The complaint has to be served only to the person (or persons) who is/are named as Defendant(s) in the suit. No one else has to be served with the summons/complaint.
This is called "service of process." It may be done in the following way:
-certified mail, return receipt requested,
-private process server
No one else besides the Defendant has to be served process, however.
