a neighbor deliberately let my dogs out of their enclosure while i screamed out stop! no! nothing bad happened but im convinced she conspired w the hoa president to create an "incident" my dogs are good dogs and nothing happened. what can i do about it?

If this neighbor was on your property without your permission, then you could charge her with trespassing and also seek a restraining order to keep her off of your property going forward.

Otherwise, you could go to the board and complain about these things and try to reach a resolution that doesn't include the courts.......but the best way to get their attention is by charging them with trespassing.
