Experts here are unfortunately not able to take on customers as clients, and it sounds like what you need right now is a lawyer who can stand up and make the courts hear your case. You may want to try contacting the Innocence Project to see if they can refer you to a lawyer in Washington state.
Alternatively, you can contact the ACLU or the Public Defender's Office in the county where you were convicted. Public defenders also do appellate work, and they may be able to help. But the ACLU could also be interested in someone wrongfully imprisoned because the state lost their evidence. You may be able to get one of them to file a motion for you. That is probably a faster way to get someone to listen. A lawyer can also call the clerk of the Ninth Circuit Court to find out what the hold-up is.
