Attorney illegally subletting client's personal rent stabilized apartment, aware tenant/client has been served with notice of termination, ethical issue?

Not necessarily a violation of ethics. As long as the parties consent and all professional ethics required rules were followed.

Like I said, the attorney is doing so without landlord's approval, obviously way over income to qualify for the rent stabilized rate. Now that arrangement has been discovered and tenant has been served, attorney (sub tenant) refuses to vacate though he has not yet been personally served but tenant has. I can't see how this is not an issue.

That is problematic and the attorney should comply with the vacate request. I thought you were asking about the attorney ethics guidelines. With the additional info you have provided I would agree with your concerns. This is unethical if the attorney is putting his client in legal risk for purely selfish reasons.
