Can someone get into trouble if they have set up a fake Facebook profile and used it to look at someone's public content repeatedly? They have not posted fake pictures or anything or sent any emails from it...only used it to look at someone's public stuff?

Public content is public content. By definition anybody at all can look at it, so he's doing nothing wrong by looking at the public content repeatedly. While it's not right to set up a fake profile on a social network, it only rises to the level of a crime if he uses that profile to defraud someone out of their property to to commit identity theft.
