I am sorry, but yes. A violation of a municipal or county ordinance does not have to provide the person with an opportunity to fix the issue. This all depends on the county/municipality enforcing the code. Many do provide warnings with a time window to fix, but do not have to - some counties/municipalities will simply FINE the individual at first sight of violation.
