Basically anyone can take found pet to vet hospital and sing paperwork to start treatment of a pet, then when the owner comes to find the missing pet the owner have to pay over 10,000 and vet bills to get pet back?

If someone found your property and it was sick or injured and they sought help for that animal, then as the owner, even though you did not sign for the treatment, the vet is entitled to payment under the legal theory of "quantum meruit" or for the work done.
