It is a crime for someone not licensed to dispense narcotics to do so. However, while there are guidelines and regulations, a doctor who has been treating a patient could dispense a small quantity of narcotics without physically seeing the patient. The key is that the person needs to be a current patient of the doctor and that the doctor is only dispensing the necessary quantity until the patient can come in and see the doctor in person. Otherwise, the patient must go in to see the doctor for a narcotics prescription.
