Can a competent 16 year old sign for certified mail addressed to her?
It will be a distribution upon death check made out to her.

A minor may legally sing for certified mail addressed to themselves. The USPS does not require that a parent/adult sign for certified mail sent to the minor.
The minor may also deposit a check made out to themselves with their bank.
