I put a limit on my bank acct. I am bi polar and need this limit for a reason. The bank sent me a replacement card applied the atm limit but didn't apply the credit limit. I was able to gamble my life's savings. On a manic episode. I called the bank they said they were sorry for the mistake. Is there any thing I can do. About 15,000 dollars

The short answer is probably not. I think you would have a hard tie proving that the bank had a greater to safeguard your responsible spending than you did. Plus, without knowing and agreeing to do this, the bank is not responsible.
