"under seal" means that the documents are filed with the court for the judge to view only. This is done very, very, rarely (it is disfavored as court proceedings are required to be public and open, we do not want people to be tried in private or secret). But in very specific circumstances a judge may be willing to review certain facts "in camera" or accept pleadings "under seal" to protect the privacy of the parties or protect certain trade secrets, etc.
