I am a writer writing a scene where a detective in 1990 New York City is discussing a crime with a fellow officer. A tip has come in describing a possible perpetrator and the vehicle used in the crime. The investigating detective says that he has issued a BOLO for both the vehicle and the potential perpetrator. Would the detective in this case have used the term "BOLO" or would he have said used the term "APB"? Thank you!
I believe APB would have been the appropriate term at that time.

That's what I thought. Thank you! Would the term "unsub" be used at that time?

The term "unsub" has never been widely used. "Unknown perp" probably would have been used then.
