Yes, it's absolutely possible to do this for an abandoned vehicle.

Here's the form that would need to be used: http://txdmv.gov/forms-tac/doc_download/1970-vtr-265-s-storage-lien-for-abandoned-vehicle-or-private-tow

The second page of the file has the procedure that you should go with to foreclose (the first page is the lien that you would file).

I would suggest getting an attorney to assist with the sale, etc... but it is entirely possible for you to do this.
