I'm not sure if anyone there can answer my question, but here goes: My insurance company, Anthem Blue Cross, just raised my health insurance 26% from $1544/ mo. to $1948/ mo. I make around $60k/ yr. I am on a high risk policy due to a kidney transplant in 2003. I am in California, the Insurance Commissioner here has no authority to regulate rates, as I understand it. My question is whether or not I will be able to reduce my premiums under the Affordable Care Act.

Unfortunately, under the Affordable Care Act, this has become an unintended consequence. What I mean by that is that insurance companies are all raising their rates now because the law does not prevent them from doing so. The law does not prevent the insurance company from raising the rates as they have done and there is no provision mandating they have to lower the rates I am afraid (unlike some politicians initially claimed to get this law passed, it contains no provisions for lowering rates on these policies I am sorry to say).
