I am sorry to state there is nothing in the law placing a time limit on them holding your money. They have a "reasonable time" to conduct their audits and investigations and reasonable depends on the complexity and nature of the audit and although they seek to complete all audits and investigations within 60-120 days, that is not always done.
Before you can begin demanding your money, you need to find out the status of their investigation, which you can do by contacting the investigator or the unit that notified you of the investigation.
