Initiallly received letter from QuickenLoans/Veteran Affairs guaranteeing us a refinance loan with a rate of 3.5%. By phone we provided detailed information including social security numbers, etc. Our credit scores are in the 800's. As the conversation progressed and they asked for more information, birth dates for myself and my wife were provided. The mood changed immediately and the caller informed us that they would be unable to process our loan.

The Equal Opportunity Credit Act prohibits discrimination in lending on the basis of age, so a denial would typically violate that federal statute.

Since you otherwise appear to be well-qualified and were pre-approved, and the lender did not provide a legitimate reason for denying the loan, you may wish to file a complaint with the US Department of Treasure, Office of the Comptroller.
