Under Maryland law, a motorcycle is defined as "any vehicle with three or fewer wheels, capable of moving greater than 35mph." Thus, if your pocket bike can achieve at least 35 mph, then it would be considered a motorcycle and you would have to obtain a license.

Also, I did some additional looking, and 110cc pocket bikes can reach speeds from 55-70 mph, so you would need a license for the bike.
