I am sorry to learn of the facts you've described. It is not legal to park such a car in handicapped parking. The ticket would be issued to the car owner. The car owner would have to go to court to fight the ticket re: who did the parking. If the car owner hired a lawyer to go to court to fight the ticket, then the car owner could sue the valet company in magistrate court to recover their attorney fees.
