Is it legal for a US Citizen to run an online gambling sit

Is it legal for a US Citizen to run an online gambling site?
You can own one, but you cannot operate in the United States, since the Unlawful Internet Gambling Enforcement Act in 2006 has made internet gambling illegal in the US. There are companies that operate online, but they are based either on Indian reservations owned by Native Americans or they are based in countries where internet gambling is not illegal. However the Act bans “gambling businesses from knowingly accepting payments in connection with the participation of another person in a bet or wager that involves the use of the Internet and that is unlawful under any federal or state law.” Furthermore, gambling whether online or offline is tightly regulated by the individual states and you would also be in violation of the state gambling laws if you allow customers to participate from states where the gambling you are offering is illegal.
