if a student has an extenuating family and hardship crises and withdraw from Argosy University, but the teacher gave him/her an Incomplete grade and accuse the student for plagarism, because a few sentences was left out without quotation. What can be done about this situation? They refuse the student to have any lawyers in the hearing.

Since this a private school they are entitled to their owns rules EXCEPT when the rules are arbitrary and capricious which means not rational and abusive. You should absolutely bring an attorney to the hearing and have the attorney prepared to file a motion with the court if they deny access.
