I'd be happy to answer your question. If the title has not been signed over, then the junk yard is liable for allowing someone to strip the car under a theory of negligent bailment. The party that stripped the car is also liable to return the parts or to pay you the fair market value for the parts wrongfully taken under a theory of conversion. The junk yard cannot strip the car until they obtain the title from you.
