There is nothing illegal about a secondary number provided that the party who provides that number is XXXXX initial company. Many creditors intentionally provide temporary or one time use numbers in case of online shopping or traveling abroad. These numbers are also attached to the account, and if any purchases or transactions are made, the original account is tapped without that account coming into risk or danger. This is primarily a business and a contractual arrangement, and there is nothing inherently illegal about it.

With a secondary credit number you can start a new credit file? if so how does it work with your existing social security number?

No, a secondary credit card number does not start a new credit file, the file is still related to and based on the original number. Think of it as a "Doing Business As" name or a DBA for a corporation--either the name under which it was incorporated or the DBA is the same entity, and the same with both credit cards.
