if you know where they live and who they are, then you should state that you know their first name only in the petition and describe them as best as you can, and then request service.

If you don't know this information, then you need to say that they are "Name hereintofore referred to as John Doe."

That way you can file the lawsuit and have the other defendant's served. Once you have them served you can find out through discovery what the name of the other defendant is.
