It is called a "Motion for Leave to Amend Original Complaint". You tell the court why you want to add the two new parties and you attached the "First Amended Complaint" as an exhibit to the Motion for Leave which lists the two new parties. Then you need to contact the court and ask for either a hearing or to have the court rule on it by "submission".

After the Court grants the Motion for Leave, you need to have the new complaint served on the two additional defendants.
