Hello. My name is Alex and I will be happy to answer your question.

Yes someone who has a lien can reposess the car at anytime.

Is there verbal arrangement for some type of repayment between you and this person?

Generally someone who have the lien on the vehicle can repossess the vehicle and also a title to the vehicle can not be transferred to another party, without a written release from the lien.
