If an unlicensed driver is driving a car and runs a stop sign and is stopped and ticketed. Can that car be impounded even though the registered owner is in the vehicle at the time of the violation?

Thank you for the post, the penalty for driving without a license is impounding the vehicle the unlicensed driver was operating, regardless of whether the registered owner is in the vehicle. Here is the law: http://www.dmv.ca.gov/pubs/vctop/d06/vc14602_6.htm
