Hello. I am finding nothing that prohibits or restricts the scattering of the remains anywhere in New Mexico state law -- however, you should check with the city or town hall where you want to scatter the ashes because there may be local ordinances against the practice or limiting it to certain areas, and the local laws of every town and city are not online in order to verify this. There are also cremation services companies that can scatter ashes in any manner that you wish and can probably get around some local restrictions with special licenses granted by the town or the city.
