There are 4 things that judges typically view to decide custodial arrangements.

1. "Fitness" of the parent. That includes employment, moral standing, history of abuse or neglect, alcoholism, drug use, domestic violence, and other factors.

2. "Fitness" of the home.
3. Wishes of the child, if old enough.
4. Whether the parent is going out of state--if the parent is out of state then the state tends to favor the other parent.

The judge can always choose to modify the final child support order if he or she feels it is for the best interest of the child.
