Yes you can, the IRS lien does not prohibit you from starting a company. It may however hinder your ability to obtaining financing for the company if you are seeking a loan.

I guess what I need to know is if there are receivables and money in the company account will they freeze the corporations assets or is personal seperate from corporate.

Personal is separate from corporate if the business owner sets up the business as a separate entity by securing an EIN and registers the corporate in a state.
