father just died without a will 4 siblings agree on who should be admin. 1 says if she isn't admin she is not signing paperwork. no one wants her as admin what do we do now and how long will this take if she petitions the 4 of us. Isn't there a majority rules law in pennsylvania

If she is taking that position now you will be in real trouble if you agree for her to be the personal representative. It should be someone that lives in the same county and has the time to do the job. Much depends on the size and content of the estate and you have given no details.
