Why did they not deliver the oil?

do you have a contract with them to deliver oil on your order?

in what state?

Customer: replied 8 years ago.

They said they made a mistake by not delivering the oil.

We did not have live contact with them regarding the delivery; however, the letter asked them to deliver 2 sets and they delivered the first set.

I dont see you being able to hold them liable for the damage to the pipe unless they were bound to deliver and undertook that responsibility and damages resulting from non delivery. If you prepaid you could sue money back. You can also complain to the BBB and dept of consumer affairs.
