If the mare is not allowing the foal to nurse or the foal is too weak to stand, this would be considered a veterinary emergency and you should have the mare and foal evaluated by your veterinarian. Neonatal foals are very fragile and if they do not get milk within several hours of birth they can rapidly deteriorate. Your veterinarian can insert a naso-gastric tube and get milk to the foal that way. The foal may have an underlying problem that is also contributing to his weakness. Many time these situations require referral to an equine hospital equipped with handling sick neonates. Don't delay, call your vet, this foal needs supportive care asap.
