There is a good chance that Jasper has either a low thyroid issue causing this or an allergic reaction to something. It is good if you could have your vet check Jasper's thyroid but until then, try this:
Give Jasper Benadryl at 1 mg per pound every 12 hrs for 1 week.
Bathe him in a medicated shampoo available at the farm supply that contains either Chlorhexidine or Sulfas every week.
Give a supplement that contains Omega 3 fatty acids and vitamin E for skin health available at the farm supply.
If this does not help, have your vet perform a skin scraping and culture to be sure we have not missed something.
